- Each year Council’s/ Meeting’s annual return is audited by an external auditor appointed by the Audit Commission. Any person interested has the opportunity to inspect and make copies of the Annual Return and all books, deeds, contracts, bills, vouchers and receipts etc. relating to them. For the years ended 31 March 2010 these documents will be available on reasonable notice on application to the Clerk to the Council:-

The opportunity to question the auditor about the accounts. The auditor an be contacted the address in paragraph 4 below for this purpose.
The right to attend before the auditor and make objections to the accounts or any item in them. Written notice of an objection must first be given to the auditor and a copy sent to the Taff’s Well Community Council.

Public (Wales) Act 2004, the Accounts and Audit Wales) Regulations
2005 and the Audit General’s Code of Audit and Inspection Practice.

at the TAWELFRYN COMMUNITY CENTRE

This will be followed by the ordinary monthly meeting of the Community Council which will commence no earlier than 7.15 pm.

PUBLIC CONSULTATION ON RESEARCH FINDINGS
The Welsh Assembly Government (WAG) is currently conducting a comprehensive review of the planning application system in Wales. It has appointed GVA Grimley to conduct an important research study that will inform the review and we will soon be publishing a report which will include a series of recommendations for the reform of the planning application process.
The research project has involved extensive consultation with key groups and individuals including a questionnaire which was sent to all 25 Local Planning Authorities in Wales, a series of Focus Groups for representatives of the public, private and voluntary sectors and an invitation to submit written comments to the review, which was published in the December edition of Cynllunio, the journal of the Royal Town Planning Institute in Wales (RTPI Cymru).
from Monday 8th of March. Publication of the report will be followed by a four week consultation period and details of how to submit comments will also appear on the website. The consultation period will close on Thursday 8th April and I regret that we will not be able to accept any comments submitted after this date.
Alongside the public consultation period we will be holding two dissemination events, in North Wales and South Wales. These will take the format of a presentation followed by a question and answer session. It is anticipated that each session will last for an hour or so. The dates and venues for the two dissemination events are as follows:
· Millennium Stadium, Cardiff – Thursday 11th March 2010 – 2 PM
Conwy Business Centre, Llandudno Junction – Friday 12th March 2010 – 2PM

MEMBER ALLOWANCE REGULATIONS FOR COMMUNITY COUNCILLORS
Since 2003 the Welsh Assembly Government has been discussing the possibility of providing attendance allowances for Community Council and Co-opted Members. They have now produced a consultation report which moves this issue forward and has invited comments/observations from both public bodies and individuals.
The recommendation is that community council Members would be able to claim an allowance in the region of £100 per annum.
There are a number of other suggestions/recommendations that are included including care allowances and travel allowances.

If you would wish to make representations on these matters please send them directly to the Welsh assembly Government, details of which are included within the documentation.
If you wish to send a copy of your representations to the community council please do so by using the “contact the council” link. Members will then take your views into consideration when they discus this issue at their March Council meeting.
GO Wales Graduate Training and Development Fund
Go Wales is able to provide up to £1,500 towards the cost of training for graduates working in Wales. Could you benefit?
Here are the criteria:
- The funding takes the form of a grant given to employers to help them fund the cost of training their graduate employees.
- The employer applying for the funding must be classed as a small to medium sized enterprise which means they must have under 250 employees. They must also be based in Wales.
- The course must cost a min of £175.
- We fund up to 50% of the cost of eligible courses with our maximum contribution being £1,500.
Once you and your employer have identified a course that meets your requirements your employer should contact us to make an application before booking or paying for the course. We cannot fund any courses retrospectively.
Some other restrictions apply. Please call to speak to an Adviser who will be happy to answer your questions and provide further information.

LOCAL GOVERNMENT ACT ACT1972
REVIEW OF ELECTORAL ARRANGEMENTS FOR THE COUNTY BOROUGH OF RHONDDA CYNON TAFF
The Draft review by the Boundary Commission for Wales has recommended that the Taff’s Well and Hawthorn electoral areas be merged into one and the new electoral division be a 3 Member ward.
